This is a question that many people in the Region of Southern Denmark are asking themselves at the present time, now that planning has begun for a brand-new Odense University Hospital. How do you define the concept in a way that everyone can agree on? Should the energy used by external suppliers, such as laundries, etc., be included in the calculations? How about transport to and from the hospital? And then there's the fact that some of the energy-guzzlers actually save lives. "Our helicopter is a very good example of the kind of challenge involved in trying to concretise the vision," says project consultant Malene Bladt Rasmussen. "In order to carry out the hospital's most important functions diagnosis, care and treatment of patients we sometimes have to transport people at speed. But we can hardly make the helicopter CO2-neutral." advantages and disadvantages She and her colleague, Lars Loft Hansen, are impressed with the CO2-neutral vision and feel an obligation to do what they can to make the enormous project a success, but at the same time, both of them can see advantages and disadvantages in the goal. "I am glad that we know right from the start of the project what it is we are aiming for, so that it isn't suddenly presented as a requirement when we are halfway through," says Malene Bladt Rasmussen. "And it is also important to put the vision into words, so that it can gain a foothold," adds Lars Loft Hansen. This is particularly important, as the goal of becoming CO2-neutral should preferably catch on. Some Danish towns, such as Sønderborg and Aarhus, have already declared that within a certain number of years they will have CO2 accounts which will approach neutrality, but that won't help a great deal unless others follow suit. "We don't want to just end up as a CO2-neutral island," as Malene Bladt Rasmussen puts it. Conversely, there are also challenges involved in placing the bar so high from the beginning. For the two project consultants, it's a question of what is actually possible. "We can risk pumping expectations right up and then not being able to deliver," says Lars Loft Hansen. Who soWs and Who haRvests? Most people realise that investing in eco-friendly technology costs money, and it is also obvious that the investments will not bring returns for some years and here lies one of the most important issues for the project in Odense. Investment in equipment is one thing daily operations are another. And given the way that its finances are structured today, the region cannot include future savings from, for example, energy from solar panels in calculations of the actual construction costs of the new hospital. This means that the money for a solar cell installation has to come out of the same kitty as the money for the wards and rooms for patients. sustainability While they still have the vision of CO2-neutrality in mind in Odense, they speak in more concrete terms of sustainability, as this concept is much broader, and takes account of social and financial dimensions. Besides energy consumption and the use of technologies such as geothermal heat and solar energy, sustainability is also about such concepts as flexible construction, which means that it should always be easy to alter the function and size of the many rooms that will go to make up the future University Hospital. This ensures that staff will be able to spend most of their time on their most important task looking after their patients. "You could even imagine that the whole sustainability concept could be built in as a competitive parameter in the architectural competition for the design, so that we can get some ideas from the participants," says Malene Bladt Rasmussen. Input from others will be one of the most important factors in the planning, Malene Bladt Rasmussen believes. She would also like to see some experiments with eco-friendly technological solutions taking place already, in the existing hospital buildings, so that greater experience can be gained. "It will be very important to bring the various parties together. I know quite a lot about hospital planning, but not much about energy, so we need to make use of each other's knowledge in order to find out what is and is not possible," she concludes. Hospital construction as part of its Quality Reform, the Danish government has earmarked euR 3.4 billion for investments in hospital construction. to this sum, the regions will add a further euR 2 billion out of their own budgets. a total of euR 5.4 billion will thus be invested in new hospital construction over the next ten years. odense university hospital eleven specific construction projects have so far been approved: in skejby, odense, aalborg, Viborg, Kolding, slagelse, Herlev, and Hvidovre, plus at the Mental Health Centre sct.
